Abstract

The purpose of this paper is to organize and re-examine the roles of markets and institutions in the electricity system. To encourage more active discussion of electricity systems from an economic perspective, it reviews and introduces the basic foundations of electricity markets within the framework of public economics. After clarifying the functions performed by the elements of the electricity system, it examines the incentive structures associated with each element and considers the consistency of incentives across different market institutions and their interactions. Finally, based on these analyses, the paper identifies the key challenges faced by the electricity market as a whole.

要旨
　本稿の目的は、電力システムにおける市場と制度の役割の整理・再検討である。電力システムについて経済学的視座を含んだ議論をより活発にするために、改めて公共経済の枠組みから電力市場の基礎的な内容の整理・紹介を行う。そして、電力システムの要素がどのような機能を担っているのかを整理したうえで、それぞれにおけるインセンティブ構造の整理を行い、市場制度間の相互作用とインセンティブの整合性についての確認も行う。最後に、これらをふまえたうえで電力市場全体における課題を示す。重層的に市場が存在するする日本の電力市場は、その連関の仕方について厳密に観測・分析されなくてはならない。本論稿は、その展望論文でもある。
